Yeah answer is "E".
1. Idiom - "not only...but(also)..." correctly employed.
2. verb "convinced" beautifully drives two clauses - "that victory is his" and " that confronting the issues might bring out differences not only among the general electorate but also among Republicans"
parallely.
3. The whole past participle phrase clearly modifies the subject - "Dewey" of independent clause.
