The proliferation ...... led to the passage of the law ( noun ) .. which ( clearly qualifies the noun) allows companies .... with the sole intent of selling ( present continuous) them later.

Not sure what exactly you are looking for here .. but I tried to be as succinct as possible.

Thanks. I got it and seems during test I could not analyse the sentences because of test stress..........
