B has 'in comparison with' and is not right

E misses 'a' - 'a' is needed here. Also has a 'being' construction

C - construction is wordy and ambiguous

Between A & D :roll: :roll: I choose D. A sounds right but has a being construction - and I think its not ETS style.

Whats the OA.

Remember "being" is usually wrong (NOT ALWAYS)

Yes OA is A. Here being is used correctly. I think I need to know that why " comparison with" is not corrrect. Paul, can you explain this issue between " comparison with" and " than" during comparisons.

A for me.

think, the issue is between "approval" and "approved". approval (noun) can't modify the proposal's chance. It should be a verb that can modify that as the proposal is going to be signed by somebody.

comparison with is the correct usage when we compare like entities. would have been correct for the SC's comparison, but other things came in to nullify.
