OA is (C).

Doesn't changing "would" to "will" change the meaning of the sentence ??

others claim that girls would participate actively in class only if they had all-girls classes.
----> means ----> if they had all-girls classes they would particpate actively
similart ( If I were rich I would dont money to the chartiy)
this is subjuctive mood to express the uncertaint or unreality.
----> that mean now they don't have all-girls classes in girls school and they are not activily participating.. but that not the case here. So would is not suitable in this situation

Thanks for explaining. But I am refering to the sentence in question here - the difference between option c & a.

In A, "they" does not have an antecedent. It can refer to parents or girls.
