A) inflation rate is wrong usage. It should be rate of inflation
B) exceeding by far - is unidiomatic.
C) rising qualifies the noun inflation and hence cannot be compared with rate of spending. Rate should be compared to another rate.
D) should not compare rising of the inflation

E) is the best for using proper comparision.
