Another E vote.

C is wrong - two reasons

1. - see ob's explanation about 'hopefully'
2. it ommits the word 'program' which is essential to the sentence

it is the program that will cost 51 million dollars
it is the program that can, it is hoped, be completed

I would go with E with the same reasoning as ob. "it is hoped" should have precedence over "hopefully" on the GMAT.

E for me.

Hopefully is an adverb which means "full of hope" or "characterized by hope." It normally modifies verbs.

consider:

right: They listened hopefully for the sound of the rescue party. (They listened with hope).
wrong: hopefully, they will come in time. :shock:
right: I hope they will come in time. :P

right: When operational, it is hoped that the Ascender will make money.
wrong: When operational, hopefully the Ascender will make money. <-- here, hopefully doesn't modify any verb.

MODERNIZING THE STEEL MILL = A FACT OR phenomenon... which can be treated as a '' thing'' without a referent I hope...

correct me ...

we don't have to have "program". (Not a good reason to eliminate C)
"Modernizing the steel mill" is the subject phrase.

However, for misuse of the "hopefully", the answer is E. Thanks all!

If I am not mistaken, "hopefully" is a no-no.
I'd go with E to be safe.

A, D - which causes a misplaced modifier.
B - verb tense
C - hopefully cannot be used for it is hoped (Kaplan)

E remains
