I think is D.

"whether" always beats "if" in GMAT, so we are left with A and D

D is parallel, A is not

My 2 cents?

A) lacks parallelism
B)'s ..."If the flood was..." is suspect. From what I know isn't "IF" reserved for if - then - statements?
C)'s "...about whether..." I don't thinks so/
D) My money is on you baby! Clear, and idiomatic.

Anyone disagree?
