C seems better to me

How could this question have been written before 1997 if GMATPrep was just unveiled last year? It's either B or C depending on how one looks at the sentence.

I believe the GMAT would like who declared, and not declaring. So I would say C...although most native english speakers would go with B

Actually, it doesn't matter when the question was written. "...marked" is stated in the simple past tense, so the present perfect "has" in unnecessary.

Reread the sentence.

Does it say:

In 1997....

or

Since 1997....

Call me obstinate, but I will still stand by (B) on this one.

Actually, it doesn't matter when the question was written. "...marked" is stated in the simple past tense, so the present perfect "has" in unnecessary.

Reread the sentence.

Does it say:

In 1997....

or

Since 1997....
