The choice that is parallel and is not underlined - "was X than that occured on Y" has a "simple-past than simple-past" structure.
All others expcet A has a "has" or "had" making it complex.

the construction "no X, nor Y" also seems fine...

I'd also go with A. It is true that correct idiom is "no X or Y can watch TV after 9PM"
However, I believe this is not applicable here. "nor was there ever a greater mud slide" is required here because "nor" means that there never was a greater mud slide. We need some negative conjunction to negater the effect of "ever". "or" would convey the idea of alternative or questioning.
Ex: ... or was there ever a greater mud slide than the one...? --> questioning/alternative context

Go for C. "Nor" is incorrect here cos the first phrase is positive so the second phrase should be positive also. What makes the sentence negative here is "in no time" which is used for both the first and second phrase. Besides, "has" is much better than "did" here.
