I think A. I don't like how they is ambigious, but the other choices stink.

"A" defintely

They refers to capital proper verb tenses are used.

Some help on differences between economic and economical.

I didn't like how they in C wasn't right after the comma. Also, I think so X as to Y is inappropriate here.
