B/w C and E, I would go with C.
A) is a split sentence where the enumeration is in the middle of the sentence. This then require the double use of verb "were" and makes it a wordy, repetitive sentence
B) sounds as if it were the rooster only which was ascended
D) introduces a restrictive clause with "that". However, the independent clause has no verb and is incomplete
E) use of present participle describes a present condition and simple past in C is better

I think B more clearly states that the first balloon passengers were a sheep, a duck and a rooster. I picked B

My choice is C

There is a slight hitch in sentence B. the independent clause 'that ascended...' refers to 'the passengers' and not the 'a rooster'. But in case of choice B the reference is to 'a rooster'

OA is B but I think that is wrong. As Paul explained B just cannot be the answer.

agree with C. B suggests that only rooster was the passenger, but in fact we need to include all. 

C should be it.

I stand by B
C, D, and E are all out b/c by putting the three animals in the front of the sentence, it sounds as if these animals were the first passengers to ascend in Versaille, Paris; leaving the possibility that other passengers used a hot air baloon in other parts of the world earlier. Also, I don't believe B makes any grammatical errors. 

A is out b/c 'were' is unnecessary

But How do you answer the following?: (1) In B, "THAT ASCENDED FROM..." refers to what? IMO, the restrictive clause "that" can refer to only one element and not to the entire series of elements. So in this case, "that ascended.." refers only the rooster. That will make the sentence absurd. Please contest if my understanding about the use of the restrictive clause "that" is not correct. (2) Would you rathaer say, lastochka was the first person to enter the office (form of choice C) OR The first person to enter the office was lastochka (form of choice B) I think the first form is better and correct. Rememebr, we may be using the second form in speaking but I think it is not correct in formal written English. (Please contest on this as well if you have different opinion) If you can convince me on these two issues, I will agree with you on B

Read C carefully: A sheep, a duck, and a rooster were the first baloon passenger that ascended...

In this construction the emphasis is on "that ascended". The sentence reads as though there could have been other baloon passengers before but the sheep/duck/rooster company was the first THAT ASCENDED FROM VERSAILLE!

Only B clearly states that sheep/duck/rooster were THE FIRST BALOON PASSENGERS
