Could somebody explain, why not B ... the shifting took place at an indefinite time in the past ... isn't "have" bettter placed than "have been" here???

A

A. Scientists are currently trying to determine the extent to which tectonic plates have been shifted from their previous positions by earthquakes and other similar phenomena.

B. Scientists are currently trying to determine the extent to which tectonic plates have shifted from their previous positions by earthquakes and other similar phenomena.

Remove the bold part and then see what makes sense. A is in passive voice and we need have been.

Yes A it was.

Here's my confusion:
1. basics teach you to try and make a sentence as active as possible rather tahn leave it in passive
2. they also say try and be as concise as possible.

This seems contradictory to A. I went with B. I know "extent to..." is correct but don't we use it as:
'the extent of your rudeness is unbeleivable' as also
'the extent to which you are rude is unbelievable'
.
.
.Any comments please?
