it is B. I too took time to understand it, but utlimately accepted it as is.

here is why:

By saying " a london" it refers to that fact of london which allowed only two theaters. -- courtesy crackgmat.

B is the only sentence which allows a scope for the hidden subject. The real subject here is not London but London's auidence.When we say In a London... it sounds akward, but if u fill in with the hidden subject, the sentence sounds cool to me. -- courtesy krish

I think you will get this question in actual GMAT if your maths score was 60 and verbal is going to be 50 and they pushed this question to make your score 49. They told GMAT is the test for American English. I did not know they started testing Neptuneinan english :roll:
