As it was - is a redundancy. In gmat we dont only need to find the most grammatical right answer, but also the most clear and short one. The first sentence is clear, shorter, has no grammatical errors and therefore is better. In addition, the comparison is better - exciting to us (people) as to other (people)
2) the band chosen for the annual spring contest appealed to both the student body as well as the administration
why not? the band chosen for the annual spring contest appealed to both the student body as well as to the administration
I would think about it as quant question - in parallel sentences we need to understand the structure. We could have I eat pizza and an apple Or - I ate pizza and I ate an apple
So in the first sentence the parallel parts are pizza and an apple and in the 2nd sentence - its eat pizza and eat apple
In your example its the same. The parallel structure is as followed: the band chosen for the annual spring contest appealed to boththe student body as well as the administration So you can see that "to" is parallel already and there is no need to repeat it. "to the student body" "(to) the administration"
3) the consultant is looking for a cafe' that has comfortable chairs and that provides free internet access
why not?
the consultant is looking for a cafe' where there are comfortable chairs and where internet access is free About this sentence - I am not sure whether there is a grammatical error here, however, the first sentence is much more clear and easy to read than the 2nd one. The meaning in the 2nd sentence is not as clear as in the 1st sentence.
