1. The rebels demanded the withdrawal of government forces from disputed regions, significant reductions in overall troop levels, THE raising OF the rebel flag on holidays, AND a general pardon.
2. The rebels demanded the withdrawal of government forces from disputed regions AND THE RELEASE OF certain political prisoners.
These are two right sentences. Why do we use ING form in the former one?

-ING words can be take three forms:
1. With helping verb it can act as a verb
2. A modifier
3. A gerund acting as a noun.
Here in the sentence it acts as a noun. The parallel list are all nouns.

Because one cannot express -rising of- in an abstract form; the - rising of - is a gerund and a noun for all practical purposes and not a present participle in the given context.
