Repelled by bodily punishments such as maiming and branding, the idea of penitentiaries were reforms of the penal system by Quakers.
(A) the idea of penitentiaries were reforms of the penal system by Quakers
(B) penitentiaries were ideas for reform of the penal system suggested by Quakers
(C) Quakers suggested the penitentiary as a reform of the penal system
(D) Quakers suggested that the penal system be reformed as penitentiaries
(E) the penitentiary was suggested to be a reform of the penal system by Quakers

kindly discuss the strategy to solve this !!!

First of all the word "repelled" should give a big clue. Hence we need to find who was repelled. This immediately cuts out A,B, and E. Now b/w C and D

C. I am not sure whether reform of or reform to is the correct usage here and hence am not able to rule out C
Now the word "suggests" in D is subjunctive and hece "be" construction is correct in D.
IMO D

Can anyone suggest when to use "reform of" vs. "reform to"

Even i ended up selecting D but OA is C
Can anyone shed light on the same ?

about the reform idioms :
reform of 1847 is one of the major historic events.

reformed to : is also used but not aware of the example
