Unfortunately, you are wrong. In GMAT world, "conside... as" is never correct.

A recent survey taken by a london tabloid seemed to support the idea that the English no longer consider the royal family to be spritual leaders, but are seeing them instead to be symbols and relics of the monarchical past of England

== no longer consider... but (they) are seeing (see) ... Eliminate
also which was monarchical is awkward

c) as being spritual leaders, but instead they see them as being symbolic relics of England's monarchical past

== as being is unidiomatic Eliminate

d)spiritual leaders, but instead see them as symbolic relics of England's monarchical past
== concise and correct parallel construction Correct

e) For spritual leaders, but instead see them for symbols and relics of the monarchical past of England
== for spiritual leaders Eliminate

"Consider" never takes any thing with it...so "D" it should be
