Hi Experts,

Could anybody look into the following question:

Q: The 151 member governments of the World Bank are expected to increase the bank’s funding by $175 billion, though some United States legislators cite an obstacle to congressional passage being the concern that the bank’s loans will help foreign producers compete with American businesses.
A. an obstacle to congressional passage being the concern
B. a concern as an obstacle to congressional passage
C. as an obstacle to congressional passage the concern
D. the concern, an obstacle to congressional passage
E. as an obstacle for Congress to pass it the concern

It would be great if somebody can explain the reasoning in detail (like with the applicability of the rules).

I think it should be C "cite as an obstacle to" is idiomatically correct. I could be wrong and it could be E, though.

Thanks for the explanation. I've been observing your syle of answering question. You seem to split senetces using |. How exactly do you go about splitting the setences by |. What rules do you follow ? Could you please elaborate ?

And as your best-friend, I am going to tell you a secret, a secret formulated by the earliest architects of the language and deep-rooted into the very minutest sentence constructs. It's a design, much like a picturesque canvass of a beautiful landscape, rather the embodiment of the world's entire beauty in the form of a woman, by God. It's the quintessential aspect of communicative indulgence. It is plain and simple, divine!!!!

OK, I get it, enough of the build-up. Well, the fact is straight and simple. It's pure reading skill!!! When you read something, take it in parts and put them together to make the whole thing complete. Each part conveys one idea, one and only one idea, and it's called a clause. Clauses cannot survive independently, they need to be connected well, they should sound properly and clauses put together should convey the entire message as a wholesome. It comes naturally with every language you have learnt since childhood, although, takes time to develop and master it. I am a non-native speaker, and this, my friend, is my style that I have learnt the English language.
