The answer is A according to me. He intended that others use them to avoid charges

I must have told it to someelse. anyways here it it....

click the save as picture button in acrobat, drag and copy it in clipboard. open paint from start->programs->accessory->paint and then paste the pic in it. save it as jpeg and upload it.

I believe the answer is A.
"intention" subjunctive mood "be" is good.
B,C,E doesn't have clear referent. I am not sure about the resoning for D, I think there is no need of a comma(,) when you use "with". It must be under a same clause.

A it is
A) "they" refers to preceding plural noun "credit card numbers" and properly conveys that the credit card numbers will be used to avoid telephone billings
B) sounds as if it were the intention of others which will be using...
C) completely messes up the author's meaning. Sounds as if the ones using telephone billings will be avoiding the same telephone billings!
D) "the intent of their use" is not proper english
E) "their" has improper referent
