Picking B. There is no need for perfect tense here.
All other sentences are confusing the word "will"

IMO, 'had' is required between will and made to maintain past tense.

If you haven't already guessed it, the question is from infamous Kaplan.. :) :)

I still don't understand how "will had" makes sense.. ? Will is used for present and future.. I was hoping to see an answer that has "will have made" ..


Can anyone try to explain ?

Will go with A.

IMO the speaker is talking about past. Even the second part refers to a something in the past. Hence it is correct to use "will had"

Both the "boast" and making "the boast" a reality occured in the past. "have" will make it present tense. Past perfect "had" is required to keep it past.

will is not used herew as a verb rather it is a noun (i.e. municipal will).

for me, it should be B. A has a sequence of tense problem.


any expert clearification would be highly appreciated..

IMO here "will" is a noun meaning "intention".

There is no need of Past Perfect Tense. Simple Past should be ok.

the problem with A, IMO is the past perfect construction

isnt' this a right construction?
HAD+PAST PARTICIPLE, PAST SIMPLE

in other words... will came after the San Franciscans said something, so it should be after SF's claim...

please comment here... i am :?

Matt, you are right here. But still doesn't clear the doubt. Sorry :oops:

The rule in MGMAT is, when there are 2 past tense things happening, give the most recent simple tense and the other perfect.
E.g. By the time Shawn White turned 19 years old, he had won two olympic gold metals and four winter X game trophies.

However, in the question here, building LA is the more recent event. So shoudl it not have a simple tense?
