Hi REQUIRED URGENT HELP
Can anybody please help in shedding some light on the use of past prticiple or conjunction "that"
for example
it is known as one that is considered flawless
OR
it is known as one considered flawless
Is there any rule which specifies when to use " that is " or when to use participle to modify something

1. Indicating familiar person or thing
adjective pronoun used to refer to somebody or something not described, but familiar to the speaker and hearer and not requiring identification
• (adj) Did you read that e-mail I sent?
• (adj) that woman we met yesterday
2. Indicating distance from speaker
adjective pronoun indicating somebody or something a distance away from you, or further away from another, referred to as "this"
• (adj) You see that girl over there?
• (adj) That bag looks more spacious than this one.
• (pron) That looks much nicer than this.
3. Indicating type
adjective used to characterize a particular type, person, or thing
• I really want a sleep that goes on forever.
4. Identifying somebody or something
