he is the Subject of the clause connected by but...and I is also the Subject of the second clause.

This sounds like a Barron type question... is it? If it is, you should avoid it as the GMAT will NOT question you on different pronoun forms. Barron is a waste of time IMO.

Paul is absolutely correct.

Coming to the question we need a subjective pronoun which is HE and an obejctive pronoun which is ME

So C should be it
