Hi.
I'm from Pakistan and need to know whetehr US schools' grants and Scholarships are available to no-native students or not. What crieteria does the top 20 schools have for Scholarships/Grants?

Yes, schools do have scholarships for non-US residents. Check out school's websites and/or contact the financial aid officer. They should be able to direct you to aid available. Some aid is merit-based, meaning you will be selected by the school. Other aid you will have to apply for.
