Score 710 twice, shall I retake again?

Hi everyone,I took my first test on 7/24 and scored 710 (Q50, V34, IR3). I was scoring 750, 740 for my last two Prep exam, so quite disappointed that day. IR was extremely weird type that day so I guess I was a bit out of luck. And also I was not allowed to wear the jacket into the room because the staff there thought a light down jacket was a outwear jacket. So I feel cold and uncomfortable during the exam.
Without much hesitation, I cancelled my score and register another exam yesterday (8/10), but unfortunately I got another 710 (Q50, V35, IR8). After the second time getting a 710,I was quite defeated. Also, I start to question myself. I am not sure if the score I get from the mock was just a luck or is because I did not perform 100% during the exam. I know I did not study
tons during the two weeks between the two exams, I took a break to have a mini vacation. Then I got the Official Advanced question and did all the verbal questions with 2/3 correct. Then I watched a lot of the GMAT NINJA videos about SC and RC. Took another two official prep exams with 710 and 770 (overlapping questions with the previous exam), and a veritas mock with 710. I know my weak area is verbal and I always feel running against the clock and barely finished all the questions. Not sure what should be the best strategy now to improve it. For anyone retake the exam in a short time period, can you please share some of your strategy using the two weeks? How did you prepare for it?
In addition, I was originally plan to apply R1 for the M7 school (HBS, Wharton and Columbia). Not sure if I should retake again? Or I should just start to write my essay and submit my application before the R1 deadline? I'm in the over-represented group so I feel 710 is probably not good enough to get me into M7. Also, is it in general better to apply early(R1)?
If I do end up retaking, should I cancel my score or keep it? Someone says it is better for the school to see your progress but some says it is better just to show one good score. Advice?
