When you take the Official GMAT at a Test Facility, you are given a 'pad' of laminated sheets (meaning that you can write on both sides of the sheet) and a marker to write with. The exact type of pad and marker can vary a bit from Facility to Facility, but if you are interested in practicing with those materials, then you can purchase a pad/marker (and it would look something like the attached image).
If you plan to take the At-home GMAT though, you are NOT allowed to use any external note-taking tools; you must use an online notepad (along with your mouse and keyboard) to take notes. You can learn more about that here:
