C is better, I think. "Interact with" is an idiom.

'interact with' is better here. (C) is correct.

(interact among themselves, interact with others.)

I think in C. I think that "with" gives a kind of paralellism.

C. "interact with" sounds better than "interact among"

A –“between” – eliminate it
B – Among implies more than two and each other requires one another –contradicts comparison – eliminate it
C – Hold it
D and E – Interacting must modify “the confederacy” not tribes – eliminate it

Answer: C
