DVD borrowing was 250 thousand in 2021 and 160 thousand in 2026, a difference of:
250 - 160 = 90 thousand
The question asks how much greater the 2021 value was than the 2026 value, so the 2026 value is the denominator:
90/160 * 100% = 56.25%
Rounded to the nearest 5 percent, this is 55%.
The key is not to divide by 250. That would calculate the percentage decrease from 2021 to 2026, which is a different question.
