I know the answer for this but I will request for an explanation why E is correct here

Found an explanation somewhere in the old posts for our reference

***********************************************
While +
some + propose + noun/noun phrase,
+
others + suggest + noun/noun phrase

This is the parallelism.

one cannot suggest reduction of something
but
one can suggest reducing something

so only (E) makes sense out of C,D and E

suggest + v~ing is preferred over the passive voice. That was the only way I could figure this one out.
