Not even per GMAT rule, police is plural but if you wana refers to a group or department ,or an individual it becomes singular E.g. The police department is strategic or The police force is wicked etc.
So it’s “The police were informed to the matter”
If you want to refer to an individual,group etc.
“The policeman/ police chief /police department is on rampage (lolx are we safe!:)).

Police is considered plural as per GMAT rule, therefore (2) is correct.

Also note, when an combined entity is acting uniformly, by uniformly i mean that they are performing all together a constructive/similar activity then collective noun acts as singular, & if these group are not performing uniformly, we use plural verb form.
Ex:-
The mob were fighting among themselves.
