As per my understanding usage of "an" in front of opportunity is wrong, It could be modified as Challenging times are opportunities. challenging times are plural, so we can assign plural things only. Also, confirm, do we need to add "to" in front of enhance as well ?
Kindly provide the probable correct sentence for this .

This is not so much about subject-verb disagreement. Challenging times is definitely plural and so, we are using the plural verb are. But then what we are saying here is equivalent to saying that Challenging times present an opportunity for individuals and the Nation....

While addition of a "to" would not hurt, the as-is sentence is correct as well. enhance (a verb form) matches with rise (again, a verb form), thereby correctly conveying parallelism: ...to rise...and enhance.
