I would opt for E. But feeling a missing of "did" after they.

In my opinion D cannot be true as it ends with them.

I think "they did" would have been perfect .... but the actual answer is E and no explanations were given...

This is not an "of" construction to ignore part of sentence

Moreover, I thought workers is object in the sentence where as 
old man & workers are subject of the sentence, so they is the apposite pronoun
