Why is the second one a fragment? I believ "had" works as a verb in second

Yes, but the and is wrongly placed in the second sentence.

If we remove and, the sentence would be fine:

Developed by Pennsylvania's Palatine Germans about 1750,Conestoga wagons, with high wheels capable of crossing rutted roads, muddy flats, and the nonroads of the prairie, and had a floor that was curved upward at both ends to prevent cargo from shifting on steep grades.

Think about a simpler sentence:

The person with maximum stamina, and wins the race.

Again, this is a sentence fragment. We need to remove and, to fix it:

The person with maximum stamina, and wins the race.

I feel that the is wrongly placed in the second sentence.

The reason why second is a fragment is because ,and is acting as a conjunction and since it is a conjunction which is used to join two independent clauses both of the sentences before and after the clause must stand as independent
