Hi,
Just to brief up. I have attempted GMAT twice so far with 1 month span between each attempt. In the initial attempt I wasn't confident with my verbal abilities however I knew I'd end up scoring in low 40s if I kept my calm and focus. However, to (or not to I'd say) surprise I secured a V34 (with 690 as total) and after ordering ESR I realised I lacked in both CR and SC (with 63rd and 65th) and RC came out to be good with 85th percentile (a little bit of luck factor because one LONG RC towards the end of exam came from a familiar topic so, while skipping I skimmed through each paragraph and realised the context and marked accordingly in about 1-1:30 minutes). Since I had decent confidence I decided to give another shot before my R1 deadlines and booked test for 23rd Oct. For rest of the month, I spent my time filling gaps in SC and CR and also brush up a little on quant and RC and one day before exam when I did a set of 40 questions (just to test my stamina) from Advanced OG in test conditions I got 90% accuracy and was comfortable throughout and had solid reasoning for MOST questions while answering which gave me confidence for the next day's exam.
However, despite all of these efforts, after finishing verbal section I knew I hadn't done any better than previous. In last two quarters I just rushed through because I had spent all my time and energy in first two quarters on quite a few SC and CR questions (and 1 RC as far as I recall in both the quarters, there were total 3 RCs).
Now coming to the point, I want to give a final run in December and achieve my 99th percentile target before R2s in January. I know I have the ability to do that I just need the right direction to improve my verbal from this point to V40+ and I have absolutely no idea who MORE can I do but practice? Also, in SC I have ample of confusions and I don't know how to resolve them, I don't want to carry them with me in my final attempt.

You have scored in the 65th and 72nd percentile in SC, in both attempts. While this might not be exceptional, this seems decent.

Yes that is one part which I am not able to figure out how to improve upon, but then there are still peculiar gaps or confusions especially related to modifiers (Past participle or popularly known as verb+ing modifiers. Some or the other question contradicts the rules) and also understanding meaning of sentences, in quite a few scenarios it gets difficult as well. I think all of these factors cascade and cause timing issue.
