agree with B, though i was stuck between B & C.

"proposing instead ..." modifies the previous clause

Answer is B).
1) D and E are wrong - because "finally reaching a decision" points to politician.
2) "plan to protect" - plan itself is not going to protect but people will apply that plan to protect and so use "infinitive"

A & C out because the pronoun they I think does not have a clear antecedent
