Condition indicates subj mood.
The idea in this sentence is the same as the idea in these sentences:
It is compulsory that he come here.
He demand that everybody participate in the meeting tomorrow.

I picked E but the answer of UMB makes sense because of subjunctive mode

what's wrong with E?
