instead can't be used for comparison so omit the option and including can't be as we are talking about these people only not anyone other than them.
Now in option (A) they be is not the correct so correct answer should be
(B)

This is how I thought
A, D - Eliminate - It is not the shallow water but where the ship wreck is.
E - Eliminate - Use of "it" is wrong.
Left with B & C - Both use "where" which is correct.
C - "Including" seems to say that there may be more types of people.
Hence B is the answer.
