Clearly Option D

B and C are out since they are using unrequired BEING construction
E is awkward, hence out

Thus we r left with A and D.
Since, we are talking of a swimsuit (non underlined part),which is singular and also "think of X as Y" is the correct idiom, according to the Manhattan SC.
hence A is Out (Think of X to be Y is wrong)
and Answer is D

as in the non underlined part we have : A SWIMSUIT.==>so if you put shoppers then it means all shoppers planning to buy that single swimsuit..which is not the intended meaning.
