Hello,
Just tried my second attempt at GMAT and went from a 610 to a 590 (I am very disappointed and just depressed about this
). I took a Veritas Prep Course and can solve almost all the problems in their guide without difficulty. My weaknesses are timing ( i run out of time on the quant - my score was the same on both tests). On the verbal, the RC kills me. Should I invest another $1600 4 a private tutor? Veritas or Princeton Review which private tutor do most of you recommend? I really want to attend top 10 schools and thus I have to get my GMAT scores up. Your advice is kindly appreciated

I like PR's techniques for RC...have you tried using their guides?
I'm not sure a tutor will really help you on timing. Once you learn the basic strategies for timing, which should have been covered in your Veritas course, then it's a matter of practicing.
I would get PR's Verbal Workout and the Official Guide if you don't already have them, and work on just RC questions for an hour at a time. Give yourself a time limit (if I am remembering correctly, the PR book gives you a guideline of how long to spend on each RC question), and keep plugging through until you can improve your timing.
If that doesn't work, then I'd consider a tutor. Is English your native language, btw? If not, then an English tutor would definitely help.
