Hi i have taken my GMAT date on July 16th & I am in a fix if I should reschedule the same. I have been studying for the GMAT for the past 3 months & I am a bit shaken after giving my 1 GMAT prep test today scored 490.( Q40, V18, IR 2) . I am an average student and off work currently. I think 
i have pacing issues as in both Verbal & Quant section i couldn't finish the last 2 questions. I have been studying from the OG13 , Manhatten books. Also gave a sample test on GROCKIT & scored 630. I need your advice please help. My target score is 700.

If your target score is 700 --- go reschedule your test. You should NOT step into the exam without previously achieving your target score on the practice exam. The risk is too high and the probability of scoring lower and going through an emotional roller coaster as a result of a lower test score is going to haunt you.
Save yourself the trouble. Go prep. If you've been prepping for 3 months and you're still stuck at 490, you need to change your study strategy. Look into investing in prep. Of course I'll recommend GMAT Pill. But you need to do your own research and see if the GMAT Pill approach is for you. I'd recommend searching for the GMAT Pill 1 month study plan and see if it's for you. Rescheduling a few weeks later would be my recommendation.

Yeah - you should reschedule because the gap between your current score and your target is so big and your variation between practice tests is huge. If you reschedule more than a week in advance you will only incur a small fee, so don't delay unnecessarily. It looks like you have a long road ahead of you on all parts of the test (particularly the Verbal) and you will need time (and probably some help) to improve. As you look towards a new schedule, you should budget some additional prep time and more practice tests along the way. It's hard to tell your current ability level because you have only taken a few practice tests. Plan to take the real exam at least a couple times (be sure to leave yourself 31 days between exams per GMAC policy) because most students see score improvements on the 2nd take.
