C is good, decline by, others have modifying issues

Only C and E do the correct comparison...
While C is the best fit as it clearly indicates future tense by projected to decline.

C clearly communicates the messages. Other statements have modifier errors or contain incorrect usage

A is wrong as decline seems to be shrinking faster
B compares population of Japan to other nations
D Same as above

I am between C and E
I chose C as to decline is better. Also 'decline at' in E seems wrong.
