Does the SUBJECT of the clause modified by WITH must logically have or be accompanied by what is inside WITH modifier?
Could you explain the OA below how WITH makes sense with IT (one arm)?

If you look up "with" in any comprehensive English dictionary, you'll see it has at least a dozen different meanings. This is true of most simple English words. So it's going to be a hopeless task if you want to try to learn absolute rules about how these simple words can be used - there will be as many exceptions to such "rules" as there are examples that follow them. Often "with" means one thing accompanies another. Often it means something else. In the "starfish" sentence you quote, the first "with" means something like "having" or "accompanied by", and the second "with" means something else -- it's used as an indicator of how something is accomplished.

This question is based on Comparison and Structure.
Option A has a modifier error. It is not the “projected decline” that is “shrinking faster than any other nation’s”. Since the meaning is distorted, Option A can be eliminated.
Japan’s population cannot be compared to a nation. The phrase ‘any other nation’ implies that the comparison is with a nation. So, Option B can also be eliminated.
In Option D, the comparison is between the Japanese population and ‘any other nation’. Since the comparison is illogical, Option D can be eliminated.
Option E contains the same illogical comparison as Option D. So, Option E can also be eliminated.
In Options D and E, the phrase “projected decline at” is idiomatically inappropriate. The inappropriate usage is another reason to rule out these options.
The appropriate expression is “projected decline of 17 percent” or “is projected to decline by 17 percent”.
In Option C, the comparison is parallel - The population of Japan is shrinking faster than that of any other nation.
This option also contains the appropriate idiomatic usage. Therefore, C is the best of all the options.
