Just a personal opnion:

Mondays are generally lazy days for me. After a good rest on weekend, I gain momentum slowly and generally by Wednesday I am at my full potential. In the end of week, I again get tired of the 4 day work so Friday is not good for me. In all I prefer Tue, Wed.

About the timings, I am not a morning person and prefer afternoons. If GMAT allows, I would love to take test at 11:00 PM.

Mondays. You are rmost rested from the weekend. Later in the week you might not have had time to take that last practice exam, or review those few questions because you got stuck at work - etc.

Mondays, at 12pm. Not so early that you might be groggy, not so late you might be tired.

I work from home so every day is pretty much the same for me. I will agree that from a test-endurance standpoint noon is a good time to start the exam. I haven't been able to get a noon time though; I got 2pm for my first exam, and I definitely started feeling a bit tired towards the end. For my re-take in 2 weeks I got 2pm again - that's all that was available.
