It is totally possible that the dairy consumption and the alcohol consumption are not related to each other

IMO D

SINCE PERCENT POPULATION DECREASE $$>$$ PERCENT DECREASE IN ALCOHOL CONSUMPTION
clearly annual per capita consumption of alcohol has increased.

hence D

OUT OF SCOPE

WE CANT INFER THE PROPORTION AS WE DONT KNOW THE NUMBERS.

IMPORTANT NOTES:

This question belongs to “Must be true” family.
Note #1: New information is not accepted in “must be true” family. We just extract conclusion by using information in the stimulus.
Note #2: larger % does not mean larger absolute value and vice versa

ANALYZE THE STIMULUS:

Fact: Since 1991, the population of FSU countries decreased by 7 percent.
Fact: Over the same period of time, annual consumption of dairy products in those countries decreased by 9.7 percent and annual consumption of alcohol decreased by 5.2 percent.
Note: only information about percentage provided.

ANALYZE EACH OPTION:

(A)The number of companies that produce dairy products in FSU countries has decreased since 1991.
Wrong. Out of scope.

(B)The proportion of people who drink alcohol in FSU countries has increased since 1991.
Wrong. Tempting, but we do not know the how may people out of all population drink alcohol in 1991 in order to compare. We only know annual consumption of all population.

(C)Currently, sales by alcohol companies in FSU countries exceed sales by dairy companies.
Wrong. As note #2 states, we cannot infer percentage value to absolute value if we do not know initial absolute value of each category.

(D)Since 1991, annual per capita consumption of alcohol in FSU countries has increased.
Correct. The decrease speed of population is faster than that of annual consuption of alcohol. Thus, the annual consumption of alcohol per capital increased.
Example:
Before: population: 100, annual consumption: 20 ==> annual consumption /capita = 20/100 = 0.2
After: population: 93 (decrease 7%), annual consumption: 18.96 (decrease 5.2%) ==> annual consumption /capita = 18.96/93 = 0.203
Clearly, annual consumption of alcohol per capital increased.

(E)Currently, annual consumption of alcohol in FSU countries exceeds that of dairy products.
Wrong. As note #2 states, we cannot infer percentage value to absolute value if we do not know initial absolute value of each category.

narrowed down to B and D...
chose B, but clearly D seems to be the best...population decreased by 7% while consumption decreased by 5.2%
so consumption per capita increased.
suppose we have 100 people and 100 units of alcohol used.
consumption per capita = 1.
population decreased by 7% we have 93 people.
consumption of alcohol decreased by 5.2 -> we have 94.8 units of alcohol.
94.8/93 -> clearly more per capita than 1. so D must be the answer.
