Answer D seems plausible. The Franchise since ‘97 has been known as ‘Wizards’.

So the vital part is - since ‘97.

The basic logic that has to be understood is - The NBA Franchise has changed its name and is now being called as something else.

Since 1997, when Washington D.C.'s NBA franchise retired its "Bullets" moniker as a way to distance itself from a large increase in gun violence in the city, the team was known as the "Wizards."
