My answer is (D). It took me 20 seconds.
"Since 1997" is a strong signal that perfect tense is needed.

The presence of the time-signal word "Since" at the beginning of the sentence should tip you off that you're looking at an action that began in the past and continues through the present. This begs the present perfect tense "has been" to be consistent with the timeline. Choice D is therefore correct.
The other verb options either only cover the past ("was") or the present (all those using "is"), but the word "since" requires a verb that accounts for both. Look for this clear signal word "since" - often appearing far from the underlined portion - on future questions as a way to mandate the present perfect tense.
