The rule of thumb when choosing a verb is to make it agree with the subject. In this case, the subject of the sentence is "collection". You can completely ignore "of recipes" because that is just a prepositional phrase that modifies the subject.
Did you know that that is powerful? That can overlap prepositional phrases, making itself slightly far away from its logical antecedent.
The piano that I play is black The piano at the house that I play is black The piano at the house of renaissance music that I play is black. The piano at the house near Nikolaev's Russian School of Piano Playing that I play is black.
