'that' can be used in multiple ways(different parts of speech) in sentence formation, Can you provide any generalized answer where a phrase/clause starting with "THAT" can be eliminated or where we cannot?

Initially I ran into 'THAT' doubt because for a moment I was doubting about the subject, whether is it "32 Species(plural) or dolphin family(singular)"? Do I need to skip the line started with 'that make up...'?
