I don't understand clearly the meaning and function of "as varied as" in this sentence. Does it mean "such as" in this case?

as varied as refers to variety of environment and natural resources !!!

hence C is good
rest are all to be eliminated

But the OA is A. So I wonder if "as varied as" means "such as"
