This interpretation doesn't make sense, because people don't have "content". The sentence is talking about the content of a message.

To answer your query, the phrase "little hope for the hostages to be released" fails to form any coherent meaning.

Further, Option E is also needlessly wordy due to its use of the phrase "that was sent by" in place of the phrase "sent by", which is used in Option D.

how can we choose between D & E ?

The difference at the end of these choices has to do with idioms. "Hope for [noun] to [verb]" isn't idiomatic.

You can also notice that "the message that was sent..." contains extra wordiness that adds no value, relative to "the message sent...". You can eliminate choices that are needlessly wordy (compared to other, more concise choices), with the same confidence as you can eliminate actual errors.
