I think the relative pronoun 'that' should be used to modify 'used-car dealerships'

C for me.I think that is required. Who makes the promise. Auto companies or dealerships.? Whatz the OA?

A. With promised
B. Promising -- auto companies do not promise..dealership promise
C. That promise -CORRECT-- dealership promise
D. Promised--sounds like auto companies promised but did not deliver on their promise.which what not the sentence means....
