Incorrect.
This answer choice is grammatically incorrect.
The dictates of one's conscience is an X of Y subject. In such cases, the verb should agree with X (the dictates), which is plural. However, the verb needs is singular.
What helps us identify this question as a Subject Verb Agreement question as well as identify this mistake is the following Stop Sign:
- The subject is in the form of X of Y
B. Some people believe that the dictates of one's conscience need to be followed
Incorrect.
While this answer choice corrects the original Subject Verb Agreement mistake and is grammatically correct, it is stylistically flawed. Adding the word people creates wordiness.
It is true that stylistic mistakes are not always corrected. However, since there is an answer choice that is both grammatically correct and stylistically superior to this answer choice, it is preferable.
C. Some believe that the dictates of one's conscience need to follow
Incorrect.

Hello, does the omission of the word "people" not create ambiguity? i.e., some what? If we have a choice that clarifies what the some is, shouldn't that answer choice be the correct one?
